I am currently leading the Title 10 response for NORTHCOM and ARNORTH in New York City and FEMA Regions 1 and 2.  My Headquarters and I deployed to NYC on March 24th.  Joint Task Force New York & New Jersey is providing command and control of federal Department of Defense active-duty forces within the states of New York and New Jersey in support of FEMA, the Lead Federal Agency, in COVID-19 response.  This assistance is part of a whole-of-government response to the pandemic and is at the direction of U.S. Northern Command and U.S. Army North.   TF-NY/NJ is filling three specific missions:  1) Provide medical professionals at field hospitals at the Javits New York Medical Station and Edison Field Medical Station in New Jersey;  2) Providing medical professionals to 11 New York City and two New Jersey hospitals; and  3) Providing mortuary affairs support in New York.

Here are the four things I have been doing related to COVID-19. First, I am full-time faculty at Indiana University’s O’Neill School of Public and Environmental Affairs (SPEA) where I am the course author for undergraduate and graduate classes in National Security, Homeland Security, and Public Safety. In these, we cover all aspects of COVID-19 mitigation. Second, I currently serve on the Department of Homeland Security (DHS), Federal Emergency Management Agency’s (FEMA), Regional Interagency Steering Committee (RISC) for FEMA Region V in Chicago. We are deeply involved in COVID-19 issues as they impact the Midwest. Next, at the Indiana Department of Homeland Security (IDHS) for two years, I served as the Pan flu Planner for Indiana. Simultaneously, I also worked Federal issues for FEMA V regarding Highly Pathogenic Avian Influenza and Pandemic Influenza, State by State Comparisons for the Homeland Security and Emergency Management Network of FEMA V. Subsequently, I published, “Chapter Four: Developing a Systematic Pandemic Influenza Program for Preparing a State,” in J. Eric Dietz and David R. Black, Pandemic Planning (New York: Taylor and Francis Group, 2012). Last, for seven summers now I lecture at the Indiana University Program at King’s College, London and the Center for International Educational Exchange (CIEE) in the U.K. on “U.S. and U.K. National Security and Homeland Security.” In England, we are closely involved with Westminster Government in international response to national security and civil contingencies issues including Pandemic Planning.

I was completing my Fellowship at Syracuse University when I was asked by ARNORTH to report to my follow-on assignment location in a TDY status to fill a critical vacancy as the Defense Coordinator with FEMA as they lead the National effort to combat COVID-19. I am responsible for all (Joint) DoD support to FEMA Region IV (AL, MS, GA, FL, TN, KY, NC, SC), a region that is often in the path of most major hurricanes.

I work for the Cybersecurity and Infrastructure Security Agency (CISA) and am the second chair for analytics on the CISA support team to FEMA and HHS for Region 1, the New England States. I work with the Physical Security Analysts to highlight impending shortfalls in capacity. I also support on-the-fly modeling to look over the horizon at the next wave in this campaign. My normal job is Future Planner at the National Risk Management Center in the Cyber and Infrastructure Security Agency. I’ve been attached as of March 27th to support FEMA Region 1 COVID-19 response as a virtual analyst for our Infrastructure Protection team. Their titles are Physical Security Analysts and there is one for each state (ME, NH, VT, CT, RI, MA) with a small leadership element near Boston. Recently FEMA stood up a new section — Region 1 Data Analytics Section. A team of nine, with two liaison officers — one from Health and Human Services and one from CISA (me). The U.S. Army Corps of Engineers is performing most of the modeling (3 of the 9). Three are FEMA analysts and they have a process improvement person serving to help us capture lessons learned (4/9). This team considers numerous inputs to calculate hospitalization, ventilator needs, and PPE needs on a daily basis. It’s a lot of smart, knowledgeable, hard-working people. No one wants to run out of anything, but as you know, we over-allocate at others’ peril. My job is to help people understand that precision isn’t accuracy. Just because the math says that one state needs 271 more ventilators from the stockpile by April 18th, doesn’t mean that someone else doesn’t have a more urgent need. My job this week is to explain how to select plans when the future is ‘iffy.’ But that’s why I was a USAWC student!

Kevin is the Title 32 Deputy Commander for all National Guard forces mobilized under the Dual Status Commander (Joint Task Force Steelhead). This nests well with his current assignment as the 96th Troop Command Commander and Homeland Response Commander for FEMA Region X. As of April 10, 2020, 374 Title 32 (National Guard) Airmen and Soldiers are supporting three COVID-19 test sites where they are physically running the site, along with 34 food banks that are distributing food to hundreds of thousands of individuals throughout Washington State.

Stan has been assigned as the Emergency Preparedness Liaison Officer (EPLO) to the state of North Dakota at the Emergency Operations Center in Bismarck, ND. The mission is ongoing with no defined end date.
