MG (Ret) Patrick Murphy is leading the whole-of-state-government response to COVID-19 in New York, as Commissioner of the Division of Homeland Security and Emergency Services (DHSES). He has decades of extensive experience with civil support, planning at all levels, task force leadership, mobilization, and many other applicable areas from his U.S. Army and National Guard training, background, and operations, and he served as The Adjutant General of New York for six years. He never thought he would be part of an effort to develop hospital-bed capacity thousands beyond even the surge capacity of their system. Similarly, his team has broken new ground in standing up a dignified mortuary affairs capability to address both in-hospital deaths and in-home deaths across New York City, operating with the assistance of both Active and Reserve Component forces. He is assisting the Governor of New York and working with all other agencies in virtually every area of this complex and expansive fight against COVID-19 that has taken a grave toll on the citizens, employees, health care workers, seniors, and others across New York and surrounding states.
