Martin is on the front lines with the Headquarters U.S. Army Corps of Engineers (USACE) response to the COVID-19 Crisis as Deputy Director for the Directorate of Logistics (DOL), orchestrating the HQ Logistics staff and coordinating with the leadership of USACE’s Logistics Activity (ULA). ULA provides direct support and log management to the first responders in USACE’s Divisions and Districts throughout the U.S. Martin’s coordination also extends frequently to DOL’s industry partners, Defense Logistics Agency (DLA), General Services Agency (GSA), Army Materiel Command (AMC), the Army G-4. and U.S. Transportation Command (USTRANSCOM). Specifically, Martin closely monitored the completion of the critical contract for the COVID-19 cleaning of ULA managed, USACE owned facilities throughout CONUS. He oversaw the coordination with DLA for the distribution of ready-to-eat rations to District project sites at COVID’s onset. Martin managed DOL’s engagement with DLA and USACE Safety on the efficient procurement of cloth masks and other personal protective equipment (PPE) for all of USACE. PPE procurement quickly supported one of USACE’s top priorities in the COVID fight, protect the force. He also assists in providing fixed and rotary wing aviation to support USACE’s leader, mission essential travel, usually on short notice.
