BG (Ret) Joe Kelly is the Director of Homeland Security and Emergency Management for the state of Minnesota. He and his team are at the tip of the spear in the state’s efforts to stay ahead of this emerging COVID-19 health crisis. He is working closely with the National Guard on numerous aspects of preparedness and response to COVID-19. He retired from the Minnesota Army National Guard and moved to the state Emergency Management Division, so he is applying the strategic lessons of his military career and training and also his very successful career as a leader in state emergency response. He is also working with the National Guard and its Adjutant General, MG Jon Jensen, DDE ’09.
